This Sounds Mercenary to Me

From Yahoo! News: "The Army says its success in enlisting new soldiers this year, after a dismal 2005, is innovative salesmanship by a bigger team of recruiters and financial incentives like bonuses of up to $40,000. "

Isn't the term for a soldier of fortune, a man (or woman) who fights wars for money instead of conviction "Mercenary"?

And how are they paying out these huge bonuses? With tax cuts? Or are they giving them out piecemeal (like they always have) and banking on some of them dying before they collect?
